Lease to purchase commercial real estate?

I am looking for a building to open a bar or club. The seller of the property has the option to rent or buy. I was hoping to establish a lease "with the intent to purchase" agreement. If the sale price of property is $ 250,000, which is a reasonable rental cost? Who pays for improvents to convert the interior and exterior? Who pays property taxes and insurance the building? Do I get discounts for permanent improvements which gives the building (such as adding a bathroom, a bar, DJ booth)? Will it be difficult to obtain permits, if not the owner of the building? What are the sources of content or "lease to purchase" contracts? And matters worse, the building may be historic and reside in an "Empire Zone" (New York area to satisfy the project Enterprize, tax breaks to attract companies.)
